A pattern of work in which the overall level of cover required is provided by a series of fixed shifts.

For example, with a seven day continuous four team rota, based on two (12hr) shifts a day, two teams are permanently allocated to Nights, the other two to Days. Thus, for each team / employee not only is there no rotation within each block of shifts, but no rotation across blocks of shifts.

Synonymous with: Non-rotating Shift System, Permanent Shift System.
